Property meets the definition of industrial, commercial, institutional, multi-family
Property is developed within a municipality having passed EPAD ordinance
Property title is clear of federal/state tax liens, judgement liens, or similar voluntary liens
Property owner is current on property taxes
Property owner is current on mortgages
Property owner is not in bankruptcy & property is not an asset in a bankruptcy proceeding
Facilities greater than 30,000 sq. ft. with annual utility spend greater than $75,000
